Department of Motor Vehicles: private partnerships: specialized and personalized license plates.

Abstract

Existing law requires a motor vehicle that is operated upon a highway to be registered, and requires the Department of Motor Vehicles to issue license plates, as described, to a vehicle that has been registered. Existing law requires a motor vehicle to display license plates. Existing law requires the department to issue certain specialized license plate designs and to issue a license plate with a combination of numbers and letters assigned by the department or, upon request and subject to approval, with a personalized combination of numbers or letters. Existing law authorizes the department to enter into contractual agreements with qualified private industry partners for the purpose of providing specified services related to the titling and registration of vehicles. This bill would express the intent of the Legislature to enact legislation that would establish a new pathway for license plate design with a private industry partner. The bill would require the department to enter into a contractual agreement with a private industry partner to provide services related to the marketing, order processing, manufacturing, and delivery of specialized and personalized license plates, as specified.
