Abstract

Existing law requires the Department of Health Care Access and Information to implement and administer the Health Care Payments Data System to learn about and seek to improve public health, population health, social determinants of health, and the health care system. Existing law states the intent of the Legislature in creating the Health Care Payments Data System is to establish a system to collect information regarding health care costs, utilization, quality, and equity, and create a process to aggregate and use this data to provide greater transparency. This bill would state the intent of the Legislature to enact legislation to increase transparency of health data.
