Compensation for Wrongfully Incarcerated Persons; Revises requirements for when petition seeking compensation must be filed; provides that deceased person's heirs, successors, or assigns do not have standing to file such petition; revises compensation eligibility requirements; revises requirements for awarding compensation & continuing appropriation.
