Abstract

Amends the Property Tax Code. Provides that each county treasurer in a county with 3,000,000 or more inhabitants shall operate an installment payment program to allow delinquent property taxes due from current and prior years to be paid in monthly installments. Provides that the taxpayer must enter into the installment payment agreement before the date of the annual tax sale at which the delinquent taxes are sold. Effective immediately. Senate Committee Amendment No. 1 Deletes reference to: 35 ILCS 200/21-28 new 35 ILCS 200/21-190 Adds reference to: 20 ILCS 3805/35 new Replaces everything after the enacting clause. Amends the Illinois Housing Development Act. Creates the Property Tax Payment Plan Task Force to study and make recommendations for the implementation of one or more payment plan options in counties with 3,000,000 or more inhabitants to prevent eligible tax-delinquent owner-occupied properties in those counties from being sold at the annual tax sale.
