Alcoholic Beverages - As enacted, authorizes the City of McEwen and cities in Henry, Benton, Lewis, Grainger, and Hardeman counties to hold a referendum to authorize the manufacture, receipt, sale, storage, transportation, distribution, and possession of alcoholic beverages within the territorial limits of the respective city. - Amends TCA Section 57-3-106.

Local Education Agencies - As introduced, expands, from only local boards of education in distressed rural counties to all local boards of education, the governing bodies for LEAs that are authorized to adopt a policy allowing their director of schools to authorize and select employees who may carry a concealed handgun on school grounds. - Amends TCA Title 39, Chapter 17, Part 13 and Title 49, Chapter 6.

Traffic Safety - As introduced, creates a four-year pilot program, during which drivers and passengers 21 years of age or older are exempt from the requirement to wear a crash helmet while operating or riding on motorcycles, motor-driven cycles, and motorized bicycles, if the person is covered by health or medical insurance other than insurance through TennCare; during the pilot program, makes a violation of the helmet law a secondary offense. - Amends TCA Section 55-9-302.
