Local Education Agencies - As introduced, allows a third grade student who is not proficient in English language arts (ELA) based on the student's achieving a performance level rating of "approaching" on the ELA portion of the student's most recent Tennessee comprehensive assessment program test to be promoted to the next grade level if the student has demonstrated growth above the national norm on a universal reading screener and has demonstrated growth in standards mastery based on the student's scores on a state-adopted benchmark assessment. - Amends TCA Title 49, Chapter 1 and Title 49, Chapter 6.
