Utilities, Utility Districts - As introduced, authorizes the board of commissioners of a utility district to use competitive sealed proposals to purchase goods or services instead of competitive sealed bids in emergency situations or when the board determines that the use of competitive sealed bids is either not practical or advantageous to the utility district. - Amends TCA Title 7, Chapter 82, Part 8 and Section 12-3-1207.
