Local Education Agencies - As introduced, allows a third grade student who is not proficient in English language arts (ELA) based on the student's achieving a performance level rating of "approaching" on the ELA portion of the student's most recent Tennessee comprehensive assessment program (TCAP) test to be promoted to fourth grade if the student maintains a 90 percent attendance rate at a learning loss bridge camp without having to demonstrate adequate growth on the post-test administered at the end of the camp; requires the student to show adequate growth on the ELA portion of the student's fourth grade TCAP test before the student may be promoted to fifth grade. - Amends TCA Title 49, Chapter 1 and Title 49, Chapter 6.
